Yes it's closed at the moment, it used to be derelict land where everyone went at weekends on there bikes/quads/4x4's a few years ago, no hassle from the police then they started kicking people off and prosecuting until recently someone opened it up as an offroad site, mines not finished and wasn't open when I first got my Sj, but few mates have been and it's a good day out.
It's now closed while the planning permission is reviewed to make it a permanent venue (not sure if you can still sign the petition) but as of yet no one has heard if plannings been approved or not, just rumours that it's shut.

Looks like fun. I always wanted to have a good play in the desert. The Sahara isn't far away (closer than Finland and I've driven there a few times) but one you are that far out you could hardly muck about carefree.
