Remote programming issue

Info.
I have a GV 2004 with omron KL3 remote 2 button.
My friend some 200 miles away has same vehicle but only has a non remote key.
Looking at his chassis number the key remote is the same part number as when i put in my chassis number.

He is unable to get the car into programming mode,door locks will not cycle.
Here is the process.
Sit in car.
Open drivers door.
Ignition on then off and key removed.
Press door switch for curtisy light 3 times.
Ignition on then off and key removed.

This is where the door locks should cycle but nothing happens.
I do the same process on my GV and works fine.

He has tried doing it slower or faster but after some hours still the same.

Any ideas ?

Any advice anybody why this is not going into programme mode.
