An idea has just hit me in the head like a brick. Could it be that it's something connectin the steering wheel to the rack? i.e. if you turn the wheel left and right, is there a gap between the wheels turning where the steering wheel is loose and not doing anything. I know I haven't explained it well, but I hope you can kinda work out what I mean.
There's three ways of doing things:

The right way,
The wrong way
And my way, which is like the wrong way but faster.

did you say you have checked/replaced you lift shackles?

this is what was causing mine. the king pins was just making it worse.

if you still cant fine it see if you can get it on a automated flat ramp (for mot's) as these can really shake the car about and bring up all sorts that you may not normally see
