what is the difference between a damper and a shock? I got no clue

a shock should return to fully extended state after being pushed in right? is this true, and also does this apply to a steering damper too?

I always thought they were one in the same, such as a hood and a bonnet, a fender and a bumper.

so just one of the original questions, is a shock supposed to extend on its own after being pushed in by hand?
