Vitara spot light wiring

Hi, I've got a on off on toggle switch. I want to enable to switch between permanently on, and high beam only. I've wired up the relay as it says, but when I switch between, I'm only getting permanently live. I wired from the high beam wire into the switch. Not to sure what I am doing wrong. Any help will be appreciated.
