Probably a stupid question but is there a simple way to know if my Suzuki Samurai 1300 is a 8v or 16v?

Cheers

The 16v was introduced in 1995, as the G13BB. If your vehicle is pre-1995, then it's probably 8v. G13BB's are exceptionally rare in a SJ, they were mainly fitted to convertible Jimnys until 2004. Pretty sure they all say "16v" on the timing cover, but I might be wrong.

What does it say on the passenger side of the block near the gearbox bellhousing?

It'll have a serial number beginning "G13" - if it says "G13A" or "G13BA" then it's 8v, if it says "G13BB" then it's 16v. If it says "G13B" then it's a Suzuki Swift GTI engine (16v) that someone has retrofit into the vehicle.

If it says "G16" then someone's retrofit a 1.6, those are all 8v unless they say "16v" on the rocker cover.
