Body mount sleeve too long?

Bought some new body mounts but when iv installed them its almost like the sleeve is too long causing the bottom washer to hit it and tighten the nut before the rubber is compressed. Has anyone else found this? Seems i have to shorten the sleeve?

Has the rubber been compressed at all?

No the top one still moves a little, can spin it it round abit. Thats why i think the sleeve is too long

Cut it down bit then I would. personally haven't had that issue with any of the sets I've bought though.
