Is this the brake proportioning valve?

Hi guys,
Just wondering if this is the brake proportioning valve? I'm guessing it's the same as a bias valve?
I took it of my chassis as it doesn't look in to good condition but couldn't find a replacement one.
Do you guys know if i can/have to reuse it, or could i just buy a brake bias valve and mount it next to the master cylinder?
Does anyone know the ratio of brake bias i need?
Any answers/help much appreciated!
