Distributor Cap Seal ?

I have removed my Distributor Cap to find it's got lots of scratches on the inside. I noticed in the picture there should be a seal (No.3), is it essential ?

I've never noticed one on any of my zooks, just put a new dizzy on a 410 motor and that didn't have a seal.
If it ticks over...leave it

I have one on my 8v Vit engine. It's just a rubber o-ring you could easily source one. Given the option I'd rather have one just to try and keep the water out.
