Deregulation Bill


Mechanically propelled vehicles on unsealed roads: removal of burdens

To move the following Clause:—


‘(1)
Within one year of the coming into force of this section the Secretary of State shall lay before both Houses of Parliament a report containing an assessment of the burdens and costs caused by the use of mechanically propelled vehicles on


unsealed rights of way to—


(a)
the users of such rights of way,


(B)
landowners, and


©
other interested parties.


(2)
A report under subsection (1) shall include—


(a)
proposals to alleviate such burdens and costs, and


(B)
an assessment as to whether legislation should continue to permit mechanically propelled vehicles to use unsealed rights of way.


(3)
The Secretary of State may through regulations implement any proposals contained in the report under subsection (1).


(4)
Regulations made under subsection (3) shall be made by statutory instrument.


(5)
A statutory instrument under subsection (4) shall not be made unless a draft has been laid before and approved by both Houses of Parliament.


(6)
The Secretary of State shall not issue a report under subsection (1) until he has consulted with such interested parties as he thinks fit.’.

If the answer is YES, then you need to read this email and take some positive action to help yourself and other members of the Association.

Don’t hit the delete button or think that others will do the job for you.
For the task we are about to give you, numbers will count.

The Deregulation Bill is passing through Parliament and there are several anti 4x4 groups, some very influential, that are trying desperately hard to place amendments into the Bill which will effectively stop our recreation activity dead in its tracks.

If amendments are made, I would like you to write a letter to your MP or even visit one of your MP’s surgeries, to explain about our situation.

All we want you to do at this time is to identify your MP and how he or she can be contacted. Then send us your name, email address and post code.

If the Bill goes through parliament unchallenged then there will be no immediate need for you to take any action, but be prepared, we may need to fight our corner again.

When the need arises we will brief you with a sample letter or a list of points for discussion.

Don’t leave this preparation and action to others. Lack of support will surely result in a complete ban on laning.

The anti-4x4 groups dont really make any sense. The people that do the damage are the people that wouldn't care if the lanes were closed. They would still drive down them anyway!
