I get email notifications from the asshats at the Peak District National Park Authority, and today I received one confirming that the famous Chapel Gate route has now been TRO'd with no rights of appeal.

"Dear Sir/Madam

The National Park Authorities’ Traffic Orders (Procedure) (England) Regulations 2007 – Notice of Making a Traffic Regulation Order – Chapel Gate

I am writing to give notice that a traffic regulation order (TRO) has been made under section 22BB(2)(a) of the Road Traffic Regulation Act (RTRA) 1984 to prohibit use by mechanically propelled vehicles at any time along the route known as Chapel Gate.

The order will come into force on 22 May 2014. A copy of the notice of making of the order is attached to this letter for information together with the Regulation 14 decision notice giving the reasons for not acceding to objections made.

The notice, order, decision notice and a map showing the extent of the restriction can be found at www.peakdistrict.gov.uk/tros.

Please note that there are no rights of appeal to the making of the TRO, although an application may be made to the High Court within 6 weeks of the date of the order if it is considered that the order has not been validly made.

If we lose our Greenlane rights, as I'm sure that we will, things going as they are, we're going to have to resort to mass scale civil disobedience tactics in order to force a change in the law.

I'm not at all happy with that thought.

Anton, if they end up going I think it will be hard to get them back whatever we do.

To be honest though, considering how many people have bothered to do anything at this stage, do you think you'd have much luck trying to get people to any organised protest? Regrettably I think it's pretty doubtful

I find that often, people are more reactive than proactive. I see your point (something similar went through my head when I wrote it, actually) and I'm not feeling very positive about our chances if we lose the lanes.

But if enough people who are currently unaware of the loss of greenlanes suddenly find they can't use the lanes anymore, it might stir up some unrest.

However, when the LEZ made all kinds of vehicles illegal in london for no good reason (the DPF filter thing for diesels) there were tens of thousands of people hurt by the legislation.

And no-one turned up to the organised protests. Result? The DPF filter legislation went through, and once it was through you couldn't even fit a £200 filter yourself - you had to pay someone £2k+ to do it. Legislated that way to rid London's streets of white vans and old ice-cream vans in time for the 2012 games.

It ruined countless livelihoods, and the environmental benefits were utterly zero.

No-one's done anything about it. Chances are no-one will do anything about greenlaning.

For those of you that care about protecting our rights of way there are currently two petitions running which may be of interest to you.

1. A government e-petition to undermine the Deregulation Bill. The Deregulation Bill is the proposed Bill which GLEAM are trying to hijack in order to get all vehicular rights of way removed:

2. A 38-Degrees petition to get the "Infrastructure Bill" rejected. The Infrastructure Bill allows the government to sell off public land to private developers. In order to make the development opportunity more appealing (and thus allow the government to make more money), the proposed bill allows them to terminate all rights of way on the public land involved.

I think there is no way that the Deregulation Bill will be over turned at this stage. Regardless of how stupid it is, the government has invested too much time in it to back down now. It's still worth signing though as the petition helps any opposing parties challenge possible amendments (such as those proposed by GLEAM).

With regard to the Infrastructure Bill, that also is likely to go through, however it's one that's been sneakily kept quiet up until recently and nobody really knows about it. The petition may well help amendments get made that reduce the impact of the bill so definitely sign it too!
