If used off road I would never run tyres that are the the same width or narrower than the wheels fitted, it makes it easier for mud and debris to find its way into the head, then they loose air and get popped off the bead.
I found this out running 11.5" wide tyres on 10" wide wheels as well, which theoretically should be ok but it wasn't
If only used on road it will probably be ok and you won't need tubes but personally I would just run narrower 7" wheels if you want narrower tyres.

My car is daily so this combination is for regular use. Tubes are legal in my country, do You think it will help to keep tire on rim in potentially more extreme situations as You described?

Personally I would never run tubes in a tubeless tyre, not for legality issues but for safety reasons. tubeless tyres are generally a lot rougher on the inside of the tyre than tyres designed for use with tubes, this cause friction and eventually tube failure.

Probably right,
I remember using tubes on my old Corsa since tire was damaged beyond repair. But it was just for couple days... Dont like the idea anyway its just additional weight plus have to cut out existing valves. I will ask tire guy also about this, he should know.
