i dont know about your area but in dorset there is a 4x4 group who work with the council to keep all lanes open. when you join their website they have a list of all the lanes in dorset giving the status of each 1 eg open, closed, difficulty and largest user, from walker up. they show the lane on a map giving start, end points using os ref.
i found them by typing in lanes in dorset. i hope this is helpful an could be worth a try where you are.

Re: Identifying BOATs
I you are trying to locate BOATS (bridalways open to all traffic) OS maps have them mark as ++++++++++++++ But there are also lanes and roads classed as URC (unclassified roads). Unfortunatly from OS maps you can never tell whether they are still legaly drivable or not.
What you need to do is research unfortunatly.
You'll have to contact the council and get in touch with department that deals with what is called the definitive map. This should have all the legalally drivable BOAT's, Bridalways and URC marked on it and is supposedly up to date!!!!!!!!!!!!!!!
You can;t have a copy of it but can transfer the infomation onto your own maps
