It is an unsupported rally, so far there are 350 teams (car or bike) registered, cars should be under 1000cc and bikes under 125cc. It is organised through "The Adventurists" but you pick your own route and time frame to do it in. The only bits that are official are the start and finish lines

I Googled the mongol rally and it looks amazing, the unroute, places of interest, the chance to win a grand prize of nothing, the awesome warning of danger and death.
