Engine idles up and down after warm up??

Hi All, very good night tonight, replaced all the fluids and got it running yeeehaaa!! So on initial high reving (just over 2000rpm from cold) after about 5 minutes the revs die off and after every half a second the revs go up and down, up and down continuously like someone is pressing the accelerator. I had my suspicions it was the TPS so I undid the 2 bolts and rotated it, clockwise the revs went up, anti-clockwise the revs went down but it still revved up and down, up and down!! Does this sound like the TPS needs replacing or does it sound like something else? Almost there now but before the Mot i would like to sort it before it goes!! Any help from you 'masters of the zuk' would be ace please....

If you rev it from the throttle body does it stick? Might be the cable sticking
